INCIBE

Short answer

INCIBE (Instituto Nacional de Ciberseguridad) is Spain's national cybersecurity institute for citizens and businesses. Based in León, it runs the free 017 helpline, the INCIBE-CERT incident response team and a wide range of free guides, tools and training for companies.

What it does

INCIBE promotes cybersecurity among citizens, companies and professionals in Spain, and reports to the government's secretariat of state for digitalisation. Through INCIBE-CERT, one of Spain's national reference CSIRTs, it helps private companies and citizens respond to incidents and coordinates with other CSIRTs in Europe and worldwide.

The 017 helpline

The 017 helpline offers free, confidential cybersecurity advice by phone, WhatsApp, Telegram and web form. Companies and employees can use it to ask how to react to a suspected phishing email, a fraud attempt, ransomware or a compromised account.

Resources for companies

Its section for businesses includes guides on topics such as backups, remote working and supplier security, policy templates, self assessment tools, awareness material for employees and warnings about current scams. These resources are a useful starting point for SMEs building security awareness and basic controls.

INCIBE and other bodies

INCIBE focuses on citizens and the private sector. The public sector and the ENS are the remit of the CCN and CCN-CERT, and personal data breaches must be notified to the AEPD, not to INCIBE.
